I think you want to avoid drilling into the vinyl frame. Fix the brackets to the top or sides of the inside opening or install them outside the opening. It will be very hard for someone to pull the unit out that way if you drill into the vinyl frames water will seep in and eventually rot out your wood window frames. Vinyl window frames are only approximately 1 inch thick.

Steel and vinyl blinds are lightweight and plaster with molly bolts or you can get these blinds anchored into drywall. The inside of a typical vinyl window frame will have spaced out chambers separated by vinyl webbing as a thermal and drainage system. If you are bothered by the black tape around the accordion louvres there is clear duct tape you can purchase. If you want to attach items to the exterior of a home covered with vinyl siding you must drill through the siding first and then into the structure of your home to properly secure them.

Remember the inside edge of the vinyl window is flush with the dry wall. Make sure that your ladder is secure and that the cord for your drill is clear of your work area. For wood framed buildings all windows are installed into a wood frame. Of course the hole would be on the outer frame of the window and not on the sash area.
