I paint nearly every mod podge project before the podge goes on and i use acrylic paint on projects that i don t decoupage as well.

If i can get away with using acrylic craft paint even on a furniture re do i will.
Be sure your vinyl is clean before applying paint by washing it with soap and water and rinsing well.
Paint will not stick to a dirty surface.
If your vinyl surface is clean the paint or primer will adhere to the vinyl rather than the dirt and you will have a longer lasting finish.
Enamel tends not to dry on vinyl and after awhile you will have to shave the dust off of it.
Don t use enamel unless you use a base coat of acrylic first.
